Regional free student pass – Salta su!

The Emilia-Romagna Region has confirmed, for the school year 2025-2026, the free pass reserved for primary, lower secondary and upper secondary school students: Salta su! Please read carefully the sections that concern you to understand the requirements and how to correctly submit your request.

Valid from 1 September 2025 to 31 August 2026
Home–school route, round trip

The Salta su! unified platform is available until 18 December 2025 at 2:00 p.m.
You can request a route change (for errors, change of school, change of residence, etc.) from 2 September 2025 to 15 January 2026.

Useful information

REMEMBER: the annual free pass always includes the outward and return journey of the home–school route and is valid from 1 September 2025 to 31 August 2026 ( find out more ).

BOOK YOUR PASS: when you submit your request online, you receive a PDF booking document. Please note: this booking is not a travel document and does not replace the actual pass.

ALWAYS VALIDATE YOUR TRAVEL PASS: you must validate your annual pass every time you board the bus and carry the card or the pass loaded on the Roger app together with a valid ID document.

PLEASE NOTE: the free pass is not valid for municipal school transport services (school buses), nor for specialised public transport services with a dedicated fare.

What you need to request the free pass
  • SPID or CIE login credentials of the parent or legal guardian if the student is a minor. If the student is of age, their own SPID or CIE credentials;
  • the applicant’s e-mail address to receive the booking document and any other communications;
  • the applicant’s phone number for any contact or information;
  • the student’s tax code and personal details for whom the pass is requested;
  • name and campus of the school (or branch) where the student is enrolled for the 2025-2026 school year;
  • ISEE 2025 certificate with a value of 30,000 € or less: required only for upper secondary school students, excluding students enrolled in the first year as “anticipatari” (born in 2012).

It is important to obtain the ISEE certificate in good time, since it may take several days from the date of the request before you receive the INPS protocol number required to complete the online application ( more information on how to obtain the ISEE ).

Example format: INPS-ISEE-2025- XXXXXXXXY-00, not to be confused with the “protocollo mittente” number issued by the CAF (e.g. CAF000XX-PG0000-2025-N0000000).

  • a recent passport-size photo of the student, showing only the face, in .jpg or .png format and up to 4.5 MB in size;
  • the ID number of the physical MiMuovo card (if already available) on which the new pass will be loaded. Those who do not yet have a card will receive one at home; alternatively, the student’s e-mail address and mobile phone number if you choose the digital pass on the Roger app;
  • the Roger app already installed and available on the student’s phone if you choose the digital pass (available for both Android and iOS).

Changes to the pass

You can submit an online request for changes to the free pass for bus and/or train (for example: route change due to errors, change of school, change of residence, etc.) from 2 September 2025 to 15 January 2026, through the Salta su! unified platform.

An exception applies to Emilia-Romagna residents enrolled at schools outside the region and/or using public transport services managed by companies in other regions. In these cases, they must request a refund of the annual pass purchased from 8 October 2025 onwards.

What to do if you haven’t received the new 2025/2026 pass yet

Everyone who has applied for a pass through the Salta su! platform receives a booking document.

If you applied by 31 August 2025 and you have not yet received your Mi Muovo card, you can travel from 1 September to 31 October 2025 by carrying a printed copy of the booking document together with a valid ID.

If you submitted your application after 1 September 2025 and you have not yet received the Mi Muovo card, you can travel with a printed copy of the booking document and a valid ID for a period of 60 days from the date you submitted your online request. This date is shown in the summary of the booking (PDF document).

For primary school pupils resident in the municipalities of Forlì, Cesena, Rimini, Ravenna and Faenza, cards are being delivered by Poste Italiane. If by 18 September 2025 the card has not been received, the delivery can be considered lost and you can request a new card at the nearest Start Romagna Punto Bus.

Pupils in primary and lower secondary schools

With Salta su!, pupils born between 2012 and 2019 and enrolled in primary schools (scuole elementari) or lower secondary schools (scuole medie) are entitled to a free pass.

Who is entitled to the free pass?

The free pass is available for pupils who meet all of the following requirements:

  • resident in Emilia-Romagna;
  • born between 01/01/2012 and 30/04/2020;
  • enrolled for the 2025-2026 school year in a primary school (scuola elementare) or a lower secondary school (scuola media).

For pupils born between 01/01/2010 and 31/12/2011, enrolment in a lower secondary school is required.

For pupils born between 01/01/2012 and 31/12/2012 – early starters (“anticipatari”) enrolled in the first year of upper secondary school – an ISEE 2024 certificate is not required.

How to obtain the free pass

Pupils resident in Ravenna, Faenza, Forlì, Cesena and Rimini
  • pupils enrolled in primary school, born between 01/01/2015 and 31/12/2019, receive the new Salta su! card directly at home, with the annual free pass already loaded and ready to use;
  • pupils enrolled in lower secondary school (medie), born between 01/01/2010 and 31/12/2014, can submit their request online through the unified platform;
  • pupils born between 01/01/2020 and 30/04/2020 can request the pass directly from Start Romagna.
Pupils resident in other municipalities served by Start Romagna

Parents (or legal guardians) of pupils resident in other municipalities of Emilia-Romagna and enrolled in primary or lower secondary schools can obtain the pass exclusively by submitting an online application.

An exception applies to pupils born between 01/01/2020 and 30/04/2020 who, if enrolled in primary school, can request the pass directly from Start Romagna.

Railway pass:
pupils who need a free railway pass must apply directly online via the unified platform, and must not request a refund for any pass already purchased.

Porto Corsini – Marina di Ravenna ferry

For pupils in primary and lower secondary schools enrolled at the Istituto Comprensivo del Mare and resident in Casalborsetti, Marina Romea and Porto Corsini, the Salta su! pass is also valid from 1 September 2025 to 31 August 2026 on the ferry service Porto Corsini – Marina di Ravenna.

Access to the ferry:
• Primary school pupils must show the Salta su! card received at home.
• Lower secondary school pupils must show the Salta su! application submitted through the regional portal, which displays the pupil’s place of residence and the school attended.

Upper secondary school students and vocational training (VET)

The Salta su! free pass is available for students enrolled in upper secondary schools (scuole superiori) – state or private/“paritarie” – and for students in vocational education and training programmes.

  • enrolled for the 2025-2026 school year in upper secondary schools (scuole superiori) in the national education system (state schools, private or “paritarie” schools and “paritarie” schools run by local authorities, as well as non-state schools authorised to issue qualifications with legal value);
    or enrolled in vocational education and training (IeFP) pathways at an organisation accredited for compulsory education within the regional IeFP system;
  • holding an ISEE 2025 certificate with a value of 30,000 € or less, calculated on the basis of the student’s household, showing the student’s tax code and the INPS protocol number.

Students enrolled in the first year of upper secondary school and born between 01/01/2012 and 31/12/2012 (“anticipatari”) do not need to provide an ISEE 2025 certificate.

How to obtain the free pass

Applications must be submitted exclusively online through the unified Salta su! platform, using SPID or CIE credentials. If the student is a minor, the application must be submitted by a parent (or legal guardian); if the student is of age, they can submit the application directly.

Students enrolled at schools outside Emilia-Romagna

Students resident in Emilia-Romagna and enrolled at schools outside the region and/or using public transport services managed by operators in other regions can request a refund for their pass.

This also applies to students who, because they attend a school outside the region, have a “mixed” home–school route, served by both operators in Emilia-Romagna and operators in other regions. Since residence in Emilia-Romagna is a requirement, the route must start from a location within Emilia-Romagna.

Pupils in primary and lower secondary schools

The following pupils are entitled to a refund of their pass, without having to provide an ISEE 2025 certificate:

  • resident in Emilia-Romagna;
  • born between 01/01/2012 and 30/04/2020;
  • enrolled for the 2025-2026 school year in primary or lower secondary schools.

For pupils born between 01/01/2010 and 31/12/2011, enrolment in a lower secondary school is required.

For pupils born between 01/01/2012 and 31/12/2012 – early starters (“anticipatari”) enrolled in the first year of upper secondary school – an ISEE 2025 certificate is not required.

Students in upper secondary schools and vocational training

The following students are entitled to a refund of their pass:

  • resident in Emilia-Romagna;
  • born between 01/01/2005 and 31/12/2011;
  • enrolled for the 2025-2026 school year in upper secondary schools (scuole superiori) within the national education system (state schools, private or “paritarie” schools and “paritarie” schools run by local authorities, as well as non-state schools authorised to issue qualifications with legal value);
