New “Mi Muovo Insieme” discounted season tickets 2025
The “Mi Muovo Insieme” discounted season tickets, introduced by the Emilia-Romagna Region with resolution no. 1982 of 30 November 2015, are annual public transport season tickets with reduced fares in favour of socially fragile and protected groups (seniors, people with disabilities, large families, refugees and asylum seekers, victims of trafficking). Below you will find details of the criteria used to identify beneficiaries, access rules and issuing procedures in the different Start Romagna operating areas.
Requirements for access to “Mi Muovo Insieme” discounted season tickets
To benefit from the concessions, applicants for an urban season ticket must be residents of the municipality in which the season ticket is valid, whereas applicants for an extra-urban or integrated season ticket must be residents of one of the municipalities in the operating area.
People with certified disability and other categories
The following categories are eligible for “Mi Muovo Insieme” discounted season tickets:
- B) Civilian or work-related invalid with recognised permanent disability of 100%;
- C) totally blind or deaf person, including those under 18 years of age;
- D) blind person with residual vision not exceeding 1/10 in both eyes, achievable with lens correction;
- E) war- or service-disabled person with physical disability classified in the 1st category, including 1st-category invalids with additional welfare allowances;
- F) war- or service-disabled person with physical impairment classified between the 2nd and 5th category of Table A annexed to Law no. 313 of 18 March 1968;
- G) invalid minor under 18 years recognised by the Medical Commission and receiving attendance allowance or frequency allowance;
- H) person with a pacemaker and haemodialysis patients holding a supporting medical certificate issued by a public health facility;
- I) citizen affected by serious mental disorders and under the care of the Mental Health Centre (CSM), with a specific medical certificate;
- J) person with a severe disability pursuant to art. 3, paragraph 3, of Law no. 104 of 5 February 1992, certified pursuant to art. 4 of the same law;
- K) civil invalids with a reduction in working capacity of at least two-thirds;
- K BIS) people with epilepsy with a medical certificate stating they are not fit to drive vehicles;
- L) person disabled for work-related reasons with permanent disability of more than 50%;
- M) widows/widowers of people who died in war or in the line of duty;
- N) former deportee to Nazi concentration camps (KZ) or persecuted person on political, religious or racial grounds;
- O) applicants and holders of international protection; holders of valid residence permits for humanitarian reasons; holders of a “special protection” residence permit;
- P) victims of human trafficking and severe exploitation, included in the unified programme for emersion, assistance and social integration;
- Q) homeless people in a situation of indigence who need to use public transport as part of a social inclusion pathway and/or are being assisted by Local Authorities.
For categories O – P – Q access is granted through the
Municipal Social Services (or other bodies delegated by them) of the municipalities where the beneficiaries
are resident, or in any way domiciled or under their care, which issue specific certification.
Every beneficiary falling under categories O and P may benefit from the concessions
for a maximum social inclusion period of one year, which may be extended for a further year.
Every beneficiary falling under category Q may benefit from the concessions for a maximum social inclusion
period of six months, which may be extended for a further six months.
Men and women aged at least 65 years with a household ISEE not exceeding €15,000.
Members of large families with 4 or more children and a household ISEE not exceeding €28,000.
The companion of a person with a disability who is not self-sufficient, holds entitlement to attendance allowance and has a valid travel ticket, is exempt from paying the fare.
Types and issue procedures
Fares vary according to the chosen route. For details, please refer to the attached tables for each operating area.
What you need to obtain a season ticket
The issue of a discounted season ticket is subject to fulfilling the requirements set out in the applicable regulations.
You must go to the Punto Bus for your operating area with the following documents:
- completed and signed application form for the season ticket;
- valid 2025 ISEE certificate for concessions based on income, seniors or large families;
- disability certificate for concessions based on disability.
For a first-time season ticket, a recent passport-style photo is required to issue the Mi Muovo card on which the season ticket is loaded. The card costs €5.00.
For a renewal, you must present the Mi Muovo card already in your possession.
Please note that the validity of the discounted season ticket starts from the first day of the month in which it is purchased.
Fare levels (regional fare)
Below are the fare levels for “Mi Muovo Insieme” annual discounted season tickets:
- “Mi Muovo Insieme” urban season ticket: valid on the urban network of the city of residence, fare €151.00.
- “Mi Muovo Insieme” extra-urban season ticket: valid in the entire operating area of residence for extra-urban and suburban routes, fare €151.00.
- “Mi Muovo Insieme” integrated season ticket: valid in the entire operating area of residence including the urban areas within it, fare €222.00.
ISEE
The ISEE, Equivalent Economic Situation Indicator, is the tool used to assess the economic situation of those who apply for social benefits at reduced rates.
The ISEE is calculated with reference to the applicant’s household on the basis of the information provided in the DSU (Single Self-Declaration) form and other information available in the INPS and Revenue Agency archives.
To obtain the ISEE certificate, you must contact a CAF (Tax Assistance Centre) or the Municipality, which will submit the DSU declaration free of charge so that INPS can issue the ISEE certificate, or you can apply directly via the “online services” section of the INPS website.
